Are these words often used simply to get mileage while doing little or nothing for the country?
At most lunch or dinner gatherings where senior Pakistani officials are invited to meet well-to-do Pakistani American Businessmen, Professionals, Doctors, etc. I often hear people asking the high-level officials: 'How can I help Pakistan?' or 'What can I do for Pakistan?' Often the words are a mere formality. Those who earnestly wish to do something for Pakistan find many ways to fulfill their unwritten responsibility. There are so many ways you can act individualy or collectively. Many of us who are now successfully engaged in helping Pakistan can guide you. Pakistan has now realized that Pakistan Expatriates will help mold the future of Pakistan but they don't know how to connect with you. You have to be proactive.
